ConsultHQ supports HACCP implementation for restaurants, hotels and food production businesses in Montenegro. We review the premises and food flow, develop or update the HACCP plan, organise records and train employees for their tasks.
Implementation includes checking daily practice and identifying outstanding corrective actions. If a customer requires commercial certification, a separate independent body provides it; official controls are performed by the competent authority.
The result of the project is not a generic HACCP study.
Depending on the volume of business, the client receives:
Thus, the company gets a system that it can continue to use after the end of the consulting engagement.
The scope depends on the type of activity, product, size of the facility and the existing system.
Implementation may include:
We do not introduce patterns just because they exist in some HACCP template.
Each document should have a specific purpose in your process.
We start with products and food flow through your premises. A restaurant menu, hotel buffet and production line involve different steps and controls.
Temperature limits, monitoring frequency and other parameters depend on the product, process and applicable requirements. A universal temperature checklist cannot replace that assessment.
The type of premises, number of kitchens or production lines, product range, processes and condition of hygiene prerequisites. A proposal should clarify the site review, plan development or revision, training and implementation checks. Laboratory testing, building work, equipment and independent certification, where needed, are considered separately.
Yes, where it describes current premises and processes and provides appropriate evidence of control. Changes to menus, equipment, layout or working practices require a review of the affected parts.
Describe the premises, location, product range or menu, approximate operating volume and number of food handlers. Tell us whether you already have a HACCP plan and whether the premises are operating or preparing to open.

The European food hygiene framework includes Regulation (EC) 852/2004 and amendment (EU) 2021/382, which specifically emphasizes allergen management, food safety culture and management accountability. In Montenegro, these requirements should be viewed through the valid domestic regulations and the actual process of the facility.
From May 12, 2026, Montenegro applies the new Law on Food Safety, published in the "Official Gazette of Montenegro" No. 59/2026. The law established an updated framework for risk management and responsibility of entities in the food chain.
The law stipulates that a food business entity establishes, applies and continuously maintains procedures based on HACCP principles in the relevant stages of production, processing and distribution after primary production and accompanying activities. It also prescribes the appropriate training of persons who develop and maintain HACCP procedures.
Since July 7, 2026, the Food Hygiene Regulation (91/2026) has been Montenegro’s main secondary framework for food hygiene. It covers premises, equipment, water, waste, heat treatment, personal hygiene, training and transport, as well as food safety culture and allergen control.
That is why HACCP implementation should not be separated from hygiene and other requirements that apply to a specific facility.
Restaurant, hotel and production facility cannot use the same HACCP package.
The principles remain the same, but the products, equipment, processes and risks differ.
The restaurant has a dynamic kitchen and a large number of daily operations. The hotel can have several kitchens, buffets, banquets and seasonal teams.
The food manufacturer has batches, technological parameters and more complex traceability.
That's why we review the actual process before creating or changing the documentation.
HACCP should monitor your business.
Business does not need to adapt to a document taken from another facility.
A company that is already operating often has more elements of a HACCP system than it thinks.
There are rules for receiving goods, temperatures are controlled, cleaning has a schedule, and suppliers are known.
The problem may be that these elements are not connected or sufficiently documented.
With a gap analysis, we review the existing practice and compare it with the requirements that apply to a specific activity.
So we first determine what should be kept.
We then determine where the actual deficiency exists.
It is more rational than creating a completely new HACCP package every time the company wants to adjust the system.
Quick-frozen food is subject to specific temperature requirements under Regulation 98/2026 and the transport and storage temperature-monitoring Rulebook (Official Gazette 122/2026). Where applicable, we connect these requirements to HACCP controls, measuring instruments and records.
Where food additives are used, a HACCP plan does not automatically establish whether they are authorised. Additives have a separate framework under Montenegro’s Food Additives Regulation (112/2026) and approved additives Rulebook (122/2026); the applicable conditions depend on the category and composition of the specific product.
Alongside biological, chemical and physical hazards, we review whether packaging, containers and equipment are suitable for their intended food contact. Food-contact materials have a separate regulatory framework beyond the HACCP plan; we check relevant supplier documentation for the intended use.
HACCP cannot compensate for the problem in basic operating conditions.
That is why during the implementation we check the prerequisites that affect food safety.
This may include space and equipment hygiene, personal hygiene, storage, water, waste, pest control and flow management.
The regulation on food hygiene from 2026 regulates precisely these areas as part of general and special hygiene requirements.
If there is a deficiency in the basic hygiene system, that problem should be solved first.
Only then do HACCP controls have a stable basis.
HACCP is based on seven well-known principles: hazard analysis, determination of critical control points, critical limits, monitoring, corrective measures, verification and appropriate documentation.
However, the client does not need a theoretical table with seven headings.
He needs a clear answer as to who controls something, when he does it and what happens if the result deviates.
That's why we associate HACCP principles with specific workplaces and processes.
Thus, the system becomes applicable to employees who use it every day.
A large number of forms does not automatically mean a better HACCP.
On the contrary, too many records often lead to formal filling without real control.
During the implementation, we review which records the company really needs.
Documentation may include HACCP plan, procedures, work instructions, hygiene plans and relevant records.
The scope depends on the activity.
A small restaurant does not need the administration of a production facility.
The industrial manufacturer, on the other hand, often requires more detailed control of batches, process parameters and traceability.
The goal is sufficient proof of control without unnecessary administrative burden.
The Food Hygiene Regulation (91/2026) expressly requires an appropriate food safety culture and evidence that it is applied. With management, we define responsibilities, communication about deviations, resources and training; with staff, we check how the controls work in practice. Alongside the HACCP plan, we review how shared equipment and utensils are managed to prevent allergen cross-contact.
HACCP cannot function if it is understood only by the owner or the person who keeps the documentation.
The Food Safety Act requires that persons who come into direct contact with food receive appropriate instructions or training, and persons responsible for the development and maintenance of HACCP procedures receive appropriate training for the application of HACCP principles.
That's why we don't train everyone the same way.
The person receiving the goods should understand their controls.
An employee in the production or kitchen should know what he is following in his process.
The responsible person needs a broader understanding of the system, deviations, documentation and corrective measures.
Thus, the training supports the work instead of being just a confirmation of attendance.
For many entities, control does not end when the product leaves the production or kitchen.
Especially for food producers and distributors, it is important to be able to connect the raw material, the product and further movement through the chain.
The current regulatory framework from 2026 further emphasizes control throughout the entire chain of food production and trade.
During the implementation, we therefore also check whether the existing system can support traceability and, when necessary, withdrawal of the product.
We don't introduce the same level of complexity to every object.
The control adapts to the actual business.
For food manufacturers, verification may include microbiological criteria under Regulation 84/2026. We assess which laboratory and other technical rules apply to the specific product and process rather than treating every requirement as universal for all food businesses.
Before the official inspection, it is useful to check how the system looks during normal operation.
Internal verification should therefore not end with a review of the HACCP file.
We check whether the employees understand the relevant controls, whether the records are actually kept and whether the practice corresponds to the documentation.
If there is a deviation, we define what needs to be corrected.
Thus, the client gets time to solve the problem before it is first identified by the official control.
This distinction often creates confusion.
The regulations of Montenegro require the application of procedures based on HACCP principles at the covered entities. It is not the same as a voluntary certificate that a company may obtain from a specific independent organization for commercial reasons.
The customer or business partner may request additional proof.
But such a document does not replace the obligation that HACCP actually works in the facility.
That's why ConsultHQ focuses on the implementation and preparation of the system.
We do not represent the creation of HACCP documentation as a substitute for regulatory control.
The Law on Official Controls (72/2026) applies from June 5, 2026 and provides the new horizontal framework for official compliance checks throughout the food chain. HACCP therefore needs to be demonstrated through current processes, controls carried out in practice and records created during routine operation.
This means that a tidy folder alone is not a sufficient result.
The documentation should correspond to what is seen in the facility.
If the system foresees a certain control, the employee should know it and the relevant record should confirm its application.
That is why we base the preparation for the inspection on actual work.
Not on the paperwork right before the inspection.
New equipment can change the process.
The same applies to a new raw material, product, menu, space layout or distribution method.
The law requires continuous maintenance of HACCP procedures, so the system should not remain the same when the actual process changes significantly.
Therefore, after implementation, the client should be clear about which changes require a review of the HACCP system.
This reduces the risk that after a few years the documentation describes a business that no longer exists.
The finished HACCP package works cheaper and faster.
The problem arises when it contains wrong processes, unnecessary forms or controls that are not related to a specific object.
Such a system wastes employees' time without reliable results.
A custom implementation requires more professional work at the beginning.
Later, it provides simpler documentation, clearer responsibilities and easier training of new people.
That is why we do not measure the value of HACCP by the number of pages.
We measure it by whether the system controls real risks.
A company that already has HACCP does not have to automatically create a new system.
Perhaps only the hazard analysis, records, training or certain procedures need to be updated.
For a new facility, the project may require complete implementation.
Through an initial assessment, ConsultHQ determines the current situation, the main deviations and the realistic scope of the engagement.
After that, you can get a clear plan: what should be kept, what should be changed and what should be completed before the official inspection or the start of work.
The goal is not more HACCP documentation.
The goal is a food safety system that suits your facility, employees and way of doing business.
