Implement ISO 9001 in Montenegro with process mapping, practical documentation, staff training and an internal audit before independent certification.
Request an initial assessmentConsultHQ supports ISO 9001 implementation for companies in Montenegro, from assessing existing processes and planning the project to documentation, training and internal audit. We adapt the system to your activities, locations and team responsibilities.
Our role covers implementation and preparation. A separate, independent certification body performs the certification audit and makes the certification decision.
The result of the project should not be just a package of documents.
The company needs to get a system that it can independently use and maintain after the end of the consulting engagement.
Depending on the scope of the project, the output includes:
It reduces dependence on individuals.
At the same time, it gives management a clearer overview of where the process is working and where it requires correction.
The scope of the project depends on the size of the company, the number of locations, processes and the existing level of organization.
A company that already has developed processes may just need to harmonize them. Another organization should set up the system structure from the beginning.
Implementation may include:
Not every company needs to receive the same package of documents.
We determine the scope according to the actual processes and risks of the organization.
A small service company with one location does not have the same project as a manufacturing company with multiple departments, suppliers and complex operations.
That's why a pre-defined universal number of procedures or days often gives a wrong picture.
The scope is affected by the existing processes, the number of employees, locations, the complexity of the activity, the state of documentation and the reason for which the company introduces ISO 9001.
An initial assessment allows the project to be defined before a major engagement.
This way, the client knows where he is at the moment, what is missing and which activities have priority.
A customer complaint illustrates the complete workflow: who receives it, how the problem is investigated, who approves the response and how recurrence is checked. This is an illustrative example, not a reported client result.
The same connection between processes, responsibilities and evidence applies to purchasing, suppliers, production and service delivery. Existing business records can be retained where they serve the required purpose.
The proposal depends on sites, process scope, staff involved and existing documentation. Consulting, training, internal review and any later support are scoped explicitly. Fees charged by the independent certification body are determined separately.
Share your activities, sites, main products or services and the reason for implementing the system. A list of existing procedures, organisational responsibilities and any customer or tender requirement is useful. You do not need to write ISO documentation before the assessment.
Readiness depends on implementation and evidence: staff understand responsibilities, controls are used, operating records exist, internal audit and management review have taken place, and findings have appropriate corrective actions. The audit date is agreed with the independent body.
For an existing system, start with an ISO 9001 gap analysis. For a new system, request an implementation scope assessment.
ISO 9001 is not only intended for companies that need certification.
A system can help when a company wants more consistent quality, clearer responsibilities, fewer repeated mistakes, or better control of processes that have become more complex as the business grows.
ISO cites process improvement, reduced inefficiencies, greater customer confidence and continuous improvement among the system's business benefits. Certification is possible, but ISO itself does not prescribe that every organization must be certified.
The most common reasons for the project are:
That's why we don't start the project by writing procedures.
First, we determine why the company needs the system and where there is currently the biggest gap between requirements, documentation and practice.
Most companies don't start from scratch.
There are procedures, contracts, internal controls, job descriptions, records and ways of working that already meet some of the requirements of ISO 9001.
With gap analysis, we check exactly that.
We compare the existing system with the requirements of the standard and determine where there is a real deviation and where there is no reason to change what is already working.
The result should be a concrete action plan.
That way, the company doesn't pay for rewriting processes that are already well set up and doesn't waste time on documentation it doesn't need.
One of the main reasons ISO systems become a burden is documentation taken from universal templates.
The procedure then describes a process that does not actually exist in the company. Because of this, the employees ignore it, and the document is opened only before the audit.
Our approach goes in the opposite direction.
First we understand how the business works. We then document the controls, responsibilities and records needed to make the process consistent and demonstrable.
Documentation can include process maps, procedures, work instructions, forms and records.
Quantity is not the goal.
The goal is for employees to be able to use the system without the parallel "ISO mode of operation" that exists only on paper.
ISO 9001:2026 was published on September 16, 2026 and represents the current, sixth edition of the standard. The new version retains the familiar framework of the quality management system, with clearer requirements and a greater emphasis on leadership, quality culture, responsibility, and distinguishing between risks and opportunities.
For a company that is now introducing ISO 9001 for the first time, there is no reason to develop the system according to the withdrawn 2015 edition.
We immediately install the system according to the current version.
Companies that already have a functional ISO 9001:2015 system do not need to rebuild everything. ISO describes the new release as an evolution of the existing system, so through gap analysis it is determined what needs to be adapted and what can remain.
The existing certified system is the basis for the transition.
We review existing processes and documentation, identify differences according to ISO 9001:2026 and define the activities required before the transition audit.
Official ISO guidelines state that organizations certified to ISO 9001:2015 should complete the transition to 30 September 2029 From March 31, 2028 new initial accredited certifications can only be issued according to ISO 9001:2026.
That leaves time for a planned transition.
However, an earlier gap analysis allows changes to be introduced through regular work instead of accelerated preparation just before the deadline.
ISO 9001 cannot be maintained by a person in charge of quality alone.
Each employee who affects the process needs to understand their part of the responsibility, and management needs to have enough data to make decisions based on the results of the system.
That's why we adapt the training to the role.
An operational employee needs a clear procedure for the work he performs. Management needs an understanding of the goals, risks, indicators and decisions that emerge from the system.
It is more practical than the same general ISO presentation for the whole company.
Before the certification audit, it is necessary to check how the system works in practice.
Internal audit compares standard requirements, internal documentation and the actual way of working.
We don't just check if the procedure exists.
We check whether the employees work according to it, whether the necessary records exist and whether the defined controls achieve the expected result.
After the audit, the company receives findings and priorities for corrective activities.
Thus, problems are solved before they are first identified by an external auditor.
The consultant helps the organization to build, implement and verify the system.
An independent certification body conducts a certification audit and makes a decision on certification.
In Montenegro, the Accreditation Body of Montenegro has established an accreditation scheme for certification bodies for management systems according to MEST EN ISO/IEC 17021-1.
ConsultHQ therefore does not represent consulting implementation as issuing ISO certificates.
Our job is for the company to reach the external audit with a system that is understandable, applied and internally checked.
The most common justified doubt relates to the amount of documentation and the additional work of employees.
A badly set up system can really create that problem.
If a company receives too many forms, duplicate records and procedures that do not follow its way of working, the cost of maintenance increases without corresponding benefit.
That's why wherever possible we use what the company already has.
A new control or document is introduced when there is a reason in the standard, risk or business process, not to make the ISO system look bigger.
ISO 9001 is not a project that ends with the issuance of a certificate.
Processes change, new employees arrive, customers set new demands, and the system shows through internal audits and results where there is room for improvement.
The company can maintain the system with its own resources.
If it does not have an internal quality function or wants additional professional support, maintenance can be organized through periodic audits, documentation updates, trainings and monitoring of corrective activities.
Thus, ISO 9001 remains part of the business between the two certification audits.
For a company considering ISO 9001, the most useful first step is not to purchase a ready-made package of documentation, but to review the current state.
With an initial assessment, we can determine whether you need a complete implementation, adaptation of the existing system or just preparation for the ISO 9001:2026 transition and the next audit.
An initial assessment helps us define scope and next steps based on your actual business.
